David is speaking here about how blessed he is by God in his life. This is specifically written after one of the [many] times God has delivered him from the hand of Saul (the current king). He knows that the only reason that God blessed him and could use him was because he had kept God's Word. I wonder how many modern Christians can actually be used of God because they have kept the Word of God in their minds and follow It.
